Decisions take a lot of work.
By the time something reaches a public vote, the research and momentum usually already prime the decision. It took shape weeks/months earlier, in smaller meetings and hallway conversations. Your goal is to earn your way into those earlier discussions. You do it the same way you would earn trust anywhere: be useful, be reliable, and keep showing up. That is the path from outsider, to informed participant, to trusted resource. Nobody starts at trusted. You get there one follow-up at a time.
